Any local factory in Montreal to produce 500 pairs of new eco-friendly footwear?

The idea is to produce for local market ( Canada), with the target to not to add emissions ( shipping) to this european design.  I only have samples, the rest  leather, soles, etc. must be purchased near Montreal.
